What Is SMS Donation?
SMS donation is a method of collecting donations by sending a text message to a short code defined by mobile service providers. It is commonly used by foundations, associations, and non-governmental organizations to deliver aid to those in need during social responsibility projects, natural disasters, and similar situations.
Thanks to this system, which provides great convenience for both organizations and donors, the amount of donations collected increases while the time required to gather them is significantly reduced.


Is There Any Legal Regulation for SMS Donation Systems?
According to Articles 3 and 5 of Law No. 2860 on the Collection of Aid, a legal framework has been established for collecting donations via SMS sent to numbers allocated by mobile operators. In line with the relevant provisions of the law, foundations, associations, non-governmental organizations, and authorized legal entities may use the SMS donation system for fundraising purposes.
Like all donation campaigns, SMS donation systems are subject to certain limitations, including time restrictions and maximum donation limits. These aspects must be evaluated and approved by the relevant authorities when obtaining the necessary permissions.


What Are the Advantages of SMS Donation Systems?

  1. It is easy to audit for the organization collecting donations. Donations are recorded and can be monitored both by mobile operators and the organization.

  2. It allows donors to contribute more easily. The more diverse the donation methods, the easier it becomes for associations to collect aid.

  3. It can be easily integrated into accounting records. Since associations are periodically audited, donations must be recorded accurately and systematically. SMS donation systems allow donations to be reflected in accounting records instantly.

  4. Data recorded by mobile operators is regularly reported to the organization. These reports make it easy to evaluate the success or performance of SMS donation campaigns.


What Should Be Done to Collect Donations via SMS?
To collect donations via SMS, you must first ensure that you have the necessary permissions. If the fundraising activity is limited to a specific province, permission must be obtained from the governor; if it is within a district, from the district governor. For broader campaigns, an application must be submitted to the governor’s office of the province where the organization is based. The governor’s office then informs other authorities and the Ministry of Interior.

Once the required permissions are obtained, a short code is assigned by mobile operators (Turkcell, Vodafone, Türk Telekom) through an agreement. This number is shared with members and donors, who are invited to send SMS messages. The collected donation amounts are monitored by the mobile operator and transferred to the organization’s account at the end of the specified period.
